Please upgrade to the version of Couch (v2.1b as of this post) currently available from GitHub (https://github.com/CouchCMS/CouchCMS).

On my test system (which is running off the GitHub version I mentioned above), I placed the CS.php file you provided in your other thread (viewtopic.php?f=4&t=11313) in couch/lang folder and after specifying CS as the preferred language in couch/config.php, following is what my admin panel shows -
