A workaround would be to use cloned pages as folders. Weirdly enough, but really worked for me in the past in some other project. The idea is to set up a new clonable template, create cloned pages there and think those will be your folders.
It will work for multiple templates to relate to this template. Listing folders in the front-end would of course require cms:related_pages instead of regular cms:folders. If you ever used 'reverse_relation' type of editable - it will be a good way to have an anchor 'View related pages' in each of the 'folder' to quickly see pages that are related to that particular folder.
Customization of how things look in backend is another question and greatly depends on your use-case. Remember that this is a workaround and doesn't have an ease of navigating through folders/subfolders.
