I had this same issue today. Visiting a template and then going back to the admin panel made it work again, bit I'm not sure why it did this. Doing a view-source showed the doctype as correct, which usually is what causes something like this...

I have saved config.php as UTF-8 without BOM in TextWrangler, still no joy.
