i use rollovers quite a lot in my designs to highlight and add addition information + other javascripts jquries etc.
Can and how do you do that within the CMS when a client updates their site? So i need to find out if Couch can do this or if i have to use something more extensive but overblown like drupal or worse even Wordpress.

I am not sure if I completely understood your question but I'll try to answer anyway.

Rollovers, essentially, consist of two images and some text.
The standard way of handling these in Couch would be to use two type 'image' editable regions and two corresponding 'text' regions - these then together constitute a single rollover.

If there are multiple rollovers, you may define the above mentioned regions as 'repeatable'.

So, if your question was whether we can define the rollovers within the *editor*, the answer is no. You'll have to use separate editable regions.
