May I also suggest another arrow in the dark - turn on full error reporting and reproduce the 403 again, there could be many number of reasons for the error (Although it's a strange one indeed, I've never come across anything quite like it).
It may not help at all, but it could show some warning that helps us to diagnose the problem
Also @GoingMarryAsap have you checked your apache access logs as well as error logs? It's likely reporting more details there for you to read, again it's another stab in the dark but anything that may help find and fix the problem should be explored. If you find anything please post back here!
