May I also suggest another arrow in the dark - turn on full error reporting and reproduce the 403 again, there could be many number of reasons for the error (Although it's a strange one indeed, I've never come across anything quite like it).

It may not help at all, but it could show some warning that helps us to diagnose the problem
Also @GoingMarryAsap have you checked your apache access logs as well as error logs? It's likely reporting more details there for you to read, again it's another stab in the dark but anything that may help find and fix the problem should be explored. If you find anything please post back here!

As you saw for yourself, I had no problem in creating pages with images in CKEditor.
I tried yet again and could save (with images) the test page you created without a hitch.

So, my problem is that I am unable to recreate the error you are experiencing and so have no way of knowing what could be causing it

I can only shoot arrows in the dark. My new try would be to suggest that you try accessing your server through a proxy server and see if you still get the error.

I can confirm now, i can save without problem. I was turn off the mod security, and suddenly everythings walk like it use to be. So, how can it go to 403 when i turn on mod security?
