Is there a way to add access to the File Manager from the Dashboard/CMS admin panel?

What I'm doing now is creating a dummy page that is not actually part of the site, adding an image to that, just to give them access to the Browse Server button so they can get to the File Manager to upload/change images, pdf files, etc.

I'm using v1.4.5 (build 20150707)

Okay, maybe that isn't necessary. I see that the image button in the editor goes to the File Manager so they can get to the File Manager from any page.
