Cloned pages can possibly have thousands and thousands of pages (e.g. blog items, news items etc.). Drag-n-drop really doesn't fit in once we take these kind of numbers in consideration. So, I am afraid, I don't think cloned pages will support drag-n-drop.
That said, an obvious corollary is that if your situation demands drag-n-drop then the number of pages you are dealing with would definitely be relatively smaller.
I think, here is where you should use nested-pages. They support reordering from the admin panel and work more or less just the same as normal pages (just use a different tag - please see ' Creating a paginated listing using 'nested_pages' tag' at http://www.couchcms.com/docs/tags-refer ... pages.html).
