I have a need for some people to be able to submit and edit articles, but I don't want to give them access to the admin panel. I've done a lot of searching and even asked chatgpt for help (what a joke that was) but can't find a solution. Ideally I'd like a separate page on the site with a customizable editor for dummies to use. I've checked in the database and saw where I could create some new role/levels and I could check for these people's access levels on the page. but I don't know how to create/load/save the articles in the database. Has anyone done this or posted a guide or thread regarding this?

A simplest trick would be to use access control addon viewtopic.php?f=8&t=10715 , then give people admin rights to login to admin to see only the template they can add pages to.

If also there is a need to restrict file management, e.g. allow only upload but not delete, then a bit more effort is required to access control KCFinder. I created such an addon and posted here screenshots viewtopic.php?f=2&t=13306&p=38465&hilit=access+control#p38437

If your site grows significantly to afford a premier solution then a custom frontend-based admin area can be cooked off databound forms, so users create their accounts and manage their notes.
