I like the ucp.php page of the couch, can you tell me what I need to do to make the menu like that?
I have finished the interface, but I have not yet thought of doing so to navigate the tabs.

I suppose, class="active" is what you are after? Combine that with conditional tags and upon page load assign active class to a tab or menu item.

I am sorry did not say my request explicitly, I see the cpanel page of couchcms only from 1 ucp.php file. And I want to ask about how to do that. Can anybody give me some suggestions?

I have seen "routes", is that a solution?

Routes is definitely a solution, complicated but covers any possible need. However, Nested Pages will also work, why not give it a try?
